HI. What you are seeing is a flash. This is normal and it is part of the start up sequence and cannot be removed. It was not put on your monitor to annoy you. It is part of the bios start up feature. It is not an advertisement. It is a product flash. Every monitor has the flash before boot. This is perfectly normal and is part of the standard manufacturing process of these monitors that dell produces and sells.
Press windows key + R key so you can see run or go to start menu->run Type in run "msconfig" without "" then press enter then you can see system configuration utility.Click on startup tab and disable all startup then restart computer then check.
Also check start menu->control panel->display property->settings and make set another display if it is set to other .Then apply and check.

The advertisement that appears on start up reads Dell/UltraSharp Genesis. Display Perfection. I thought you were connected with Dell. Whoever is to blame for this problem should correct it. I don't know why it appeared suddenly. I did not do anything that would or could cause this problem.
