Your outgoing mails should have been stuck in the outbox folder of your mail.

Please check the outgoing mail server settings from Tools --- Accounts

Let me know what happens.

I can't receive my mail.

Hello,

What type of server that your e-mail account works with?
If you are using POP3 or IMAP account, please configure Incoming mail server.
You should try the given below solution to resolve the occurred issue:

Sol 1:
Open "Microsoft Outlook" >> Click on "File" tab >> "Account Settings" >> "Account Settings", locate your account and click on change.... then click on "More Settings" to configure Incoming mail server.

If you are using Microsoft Exchange account, check if you use cached exchange mode. If not, enable it. Click on "File" tab >> "Account Settings" >> "Account Settings" locate your exchange account and click on "change...."
Under server settings, check Use cached exchange mode.

You can check another setting to help resolve being able to send but not receive e-mail messages.

You can set up Microsoft Outlook to check for new e-mail messages at intervals of one minute to 1,440 minutes (one day).

On the "Send/Receive" menu, point to "Send/Receive Groups", and then click on "Define Send/Receive Groups".

Select the group that contains the e-mail account that you want to regularly check for messages.

Under Setting for group "group name", select the Schedule an automatic send/receive every x minutes check box.
Enter a number from 1 to 1440 in the minute's box.

Hi, welcome to fixya solutions.

Now the first thing to check will be your firewall settings and see if that is what is blocking the mails and also check and see if the computer is clean from virus. Run a virus scan.

Sending large messages can time out over a slow connection

By default, the timeout is hard-coded to occur at 90 seconds. You can extend this period to accommodate messages that take longer than 90 seconds to send by modifying your Windows registry. Specifically, add the following keys to override the hard-coded timeout values:

Outlook 2002 and Outlook 2003 loadTOCNode(3, 'moreinformation');
  1. Start Outlook.
  2. On the Tools menu, click E-mail Accounts.
  3. Click View or change existing e-mail accounts, and then click Next.
  4. Click your POP3 account, and then click Change.
  5. Click More Settings.
  6. Click the Advanced tab.
  7. Gradually increase the server time-out setting until the issue is resolved.

Forwarding emails using Outlook 2003 Professional

I use Outlook 2003 and sometimes have a similar problem with messages I forward.
It only happens though with messages I receive in an account that is not my default account and which configuration (SMTP server, security, etc.) is different from the default account's.
And it happens because Outlook forwards messages from the email account the message was received, not from the default email account.
So if you have different accounts configured in Outlook, you might want to check the SMTP servers and security configurations of email accounts other the than default account (which seems to be OK since you can send emails).
You can also direct Outlook to send your forward messages from your default account and not the account the resent message was addressed to.
Hope this helps.

This is going to be a problem on their end, not yours. You will need to contact Outlook support, let them know about the problem, and they should have it cleared up within a reasonable amount of time.
