Run on safe mode and restore to early point, download reginout to fix it, and select selective programs on start up from ms config

Restart your computer.
Repeatedly press F8, until you see the Windows "start-up" menu (white text over a black background).
Choose "start in Safe Mode".
Start the "System Restore" tool.
Pick a "checkpoint" on which date/time that your computer was working properly.
Restore your computer to that date/time.
