first you connect your harddisk data cable to mother board
connect your hard disk powercode using smps
connect smps 24pine connector threw mother board
connect 12v connector threw mother board
connect cpu&external fan connections
also connect the front panel connections on mother board using mother board details
If you are talking about something like a front usb socket that's connected inside the PC then look at this picture as an example. http://i48.photobucket.com/albums/f217/StuartB4/9-PinCardReader.jpg Just look on the motherboard for these connectors. They are usually marked usb on the board.
I am looking for the connection of the power button to the motherboard. Somebody plugged it out and thought it was a single plug. Now I sit with 5 plugs and do not know where to put them back and how to jump the reset.
It would be easier to order the cable and front panel board assy as one. easy on ebay. I have worked on them for years and never bothered to trace them out. and dell doesn't post the pinout anywhere. If you can't find one I can get it for you cheap.

Unfortunately, this motherboard does not appear to have USB headers on the motherboard itself so the only way that you can connect up the front motherboard headers is by getting an USB PCI card that has headers on it. Something simillar to this:
