Question about Uniden BCD396T Handheld Scanner

Can you help me program in a frequency of 48.28000 that goes to my local utility dispatch in my BCD396XT scanner?

- With the scanner ON and scanning, press the Hold key.
- enter the frequency, including decimal point (48.28)
- Press E
- Scanner will query "Quick Freq Save?" Press E (Yes) and the frequency is entered.

You should only have to program the CC (control channel) frequencies for P-25 systems. You should be able to pick up all talkgroups. Then you could I.D. and program only the talkgroups you want to hear.

Hello David, go to this link and click on your county and all the emergency services will be listed. All freq's listed for a county will be posted but your (say) sheriff may not use half of them. In addition you can see the local business (that are radio dispatched) and public utilities also.

The first thing I would try us to listen to the weather channels. You can get to them through the menu functions. If you can monitor a local weather channel, the scanner is working.
This is one of the first things I do. It's also a quick easy way to ensure you have a good antenna connection.
Once you verify it is working in the weather, recheck your frequencies. Start small outing a few certain agencies around you. Once they are working you can add more.

I can't get my uniden bcd396xt police scanner to talk. it will scan, but not talk


Hi Sue,

No it's not a Police scanner, rather a radio scanner.

I will scan, but not receive transmissions.

Two reasons for this:

1. Do you have any frequencies programmed in the scanner, if not, there's your first reason answered.

2. Do you have frequencies programmed but the channels are locked out? If so, there's reason 2 answered.

To unlock channels, you need to press Mon/Hold key to stop the unit from scanning. Now press mon/Hold key and as you do so, notice if you have frequencies programmed and not just a bunch of zeros showing on your display. If zeros are displayed, example: 000.0000MHz, then you need to program the scanner with your favorite frequencies, and I advise that Police should not be programmed. If you do have frequencies programmed, then using the Mon/Hold keys as stated above, go through each channel and unlock each channel using the L/O key, until the L/O icon on the display goes out.

You may want to go to BCD396XT on your computer and download an owners manual...or call Uniden to help you program it...or take it to someone that knows how to program it......

I have this scanner and it will scan but it wont pick nothin up


A couple of things could be involved in your problem. You need to be listening to the frequencies that are being used in your area, but most of them will not be transmitting all of the time. Something you can try is if you live maybe about 10-20 miles from an airport and your scanner picks up aircraft frequencies you can look up the airport and find the automated beacon frequency and tune that in. The automated beacon should be transmitting 24/7 the weather conditions of the airport.

Another thing to check is weather you have the correct antenna attached to your scanner and that it is connected properly, the circuits in your scanner may need that antenna to be connected for the circuit to function properly.

If you are using the scanner to listen to your local Fire Dispatch there can be days when there isn't anything happening.

Another problem could be that your local Dispatch has moved over to a new Digital System and your scanner isn't equipped to recieve that System.

There are no codes, only frequencies, and you can find a comprehensive database of active frequencies in your area, along with a lot of other useful scanning information, by visiting:

If local law enforcement is using trunking, digital transmissions, or P25 security, you'll need a scanner that offers those features. Still, there are security systems, such as DES and DVP, that you cannot "get around" with any scanner. you have to push the program button before you put the frequency in and then press enter
