The blue light merely indicates power is getting to the TV. When you press the power on button, the defective power supply shuts the TV down immediately

Shut off

Does it shut off immediately after turning on? How long after it has been on does it shut off? Can it be turned back on immediately or is there a "cooling" period where you have to wait before it can be powered.

Is this a TV under warranty or is it out of warranty? If in warranty, simply contact RCA and they should help you out.

Make sure the set cannot "see" the remote to rule that out. Then, look for an HV problem with regulation to be the next thing to check out....accordianman
