The magnetron (the part that heats the food) may be bad or the circuitry to the magnetron may have burned out. Basically my advice is that if you have no electrical expertise, it isn't worth fixing. The magnetron if bad, costs almost as much as a new microwave. If you open it up (make sure it has been unplugged for a few hours and don't seen any obvious burnt parts (including a fuse), then most likely the magnetron is done and a new microwave is the way to go.

Let me know how this works out for you.

I am not sure I agree with the financial assessment above. Replacing GE built in microwaves runs $1800-2500. A magnetron costs between $100-180. You do the math for your self.

Counter top microwaves are cheap, unlike the built in versions and I am not sure why that is.

Microwave doesnt heat

Typically, this is a failure of the door safety interlock switch. Remove the cover, check the tiny micro switches for proper action. You will need a volt/ohm meter or contunity checker to do this. Make sure the power is off when you check this.

Our Oster microwave operates normally, but it doesnt heat the food at all. ?

Please remove the cabinet and check the door safety interlock switches. Micro switches near the door latch assembly are #1 to failure because we open the door to check whats cooking while the machine is running. The tiny contacts arc and eventually burn. Then they are not able to tell the oven the door is closed, the magnetron is not turned on ... no magnetron ... no heat. Get replacemente at electronics parts store near you or from a FixYa.com advertiser.

The oven makes a loud humming noise when turned on, doesnt heat food, everything else works

This is most likely a bad magnetron, but it could also be a bad high voltage diode.

I would check out this website

Unit turns on, turntable turns, but nothing heats

Classic symptoms for failed door interlock safety switches, though it could be other trouble.

Remove the cover and check the operation of the little micro switches that operate when you close the door.

DONT TOUCH THE SILVER CAN - LETHAL.

If you regularly open the door while cooking, the contacts in these little switches become burned. When burned badly enough, they cannot make contact. When they cannot make contact, the mocrowave doesnt know the door is closed and will not turn on the magnatron resulting in no heat.
