Hi there i got HP LCD monitor 1702 and it keeps flickering now its getting worst i just wanna knw is it one of the capacitor damaged !!! i tired changing the cable from diffrent monitor which is working...

More likely to be the caps, look for caps with bulging tops or bottom seals.
See pictures here:

You should repalce them in a set of caps.

Capacitors kit: http://lcdalternatives.auctivacommerce.com/ he can make you a set of caps for you.
Or www.digikey.com just make sure to use caps with low ESR, 105c, high ripple current, long life rating such as PANASONIC FM or FC series.

HP 1702 Monitor comes on but immediately goes off.

There are five capacitors on the power board which have dried out and need replacement. A reputable repair shop should be able to fix this for around $50.00 including labor.

HP monitor vs17 goes black with power light flashing

I have repaired an HP 1702 monitor that had similar symptoms by replacing the capacitors on the power supply board but you have to have some electronic knowledge and do some soldering if you can buy the replacement capacitors($10+/-) from a supply store. They (at least 1) will be swollen up on the ends and may have a tar-like substance leaking from them. It is best to replace them all (may be 4 depending on the model).
