You're right, it could be a shorted circuit, bent usb pins (rare), or a faulty usb cable, but most likely the battery terminals could be slightly dirty, or oxidized. In that case, you have to clean them with a qtip and alcohol. Also make sure your charger is putting out the voltage it should- it could be faulty.

If nothing helps, the camera will require servicing. Get an estimate first, since the cost of repair can justify just going ahead and getting a new one.
