The '.jar' files are used when you run JAVA (it is a programming language) programs on your PC -- you should never need to "open" such files. Compare it to not understanding how the engine in your automobile works, but still being able to drive your car without touching the engine. There should be a "main" Java program, that quietly accesses the '.jar' files, when needed, that you should be running.
Similarly, the '.tar' files (which are commonly-used on UNIX/LINUX systems) can be compared to using a "briefcase" to hold all your papers & books -- you easily carry just one briefcase, rather than holding individual folders & sheets of paper.
