The degauss function may help with a poor picture caused by magnetic interference, but if you have dead pixels, i cant see it helping that.
I do not think that TFT flat panel monitors have a degauss function, i have 3 in my house, and none of them have it, just an old 22" CRT that offers degauss

Random pixels wrong color

This not good, the problem is in the video processing board that is part of the LCD panel, not cost effective for repair, cheaper to replace.

Black marks on screen i think it needs a degaus but dont know how to do it

LCD monitors do not need degaussing. They operate in a completely way to CRT monitors.
Tiny black marks are most likely dead pixels, if the black marks are large then the LCD screen may be damaged (cracked glass).
This type of damage cannot be repaired simply, the screen needs to be replaced.
I suggest you put your money towards a new LCD monitor.

My hp vs17 isn't starting up. it says that a recently changed software or hardware might have caused this problem. i just don't know how to start it because when i do it redirects me back to that same...

You may not have given us enough info; it may make a difference which computer and/or operating system you are using.
If Windows, try restarting the system and tapping on the F5 or F8 key (not always the same) to reach a short menu with a choice of boot routines. If you have it, choose the 'Safe Mode.' This loads only a minimum of drivers and only a crude video resolution but gives you a chance on examining the settings for normal operation and if needed, removing an offending program.

My monitor is flashing different colors... it wont start up

chanel_luv_u, Could be possible internal SMPS/CCFL inverter power supply problem. If the PC is ok with different "known-good" monitor connected to PC, then vs17 monitor will need some work done on it. Do some reading here first for some clues!!! http://www.lesliewong.us/blog/2005/05/02/hp-pavilion-f1703-flatpanel-disolay-blackout-solution/ The first place I would look at on ANY ccfl back-lit lcd monitor that starts doing "very strange things" would be the units "switch-mode-power-supply/CCFL inverter circuit". Try YOUTUBE for video clips of DIY lcd monitor repair to see if unit can be fixed for less than $6 in parts. Keep this in mind though, Your vs17 isn't any different than any other ccfl back-lit lcd monitor in it's basic design and operation. Do some reading of fixya LCD monitor technicians profiles for more info. Let us know what plans you have after you do your research. Bye for now. 12fixlouie

Hp vs17 has white screen at boot. I have eliminated the chord from the tower and the tower works fine. I have audio, no video. Only a white blank screen. It does not blink or flicker. It just stays white....

There are three choices here...bad screen, bad connection, or bad video card, if the card is integrated onto the motherboard, then that part of the motherboard could be bad. If you have access to another monitor or a TV with a vga input, try the computer with another monitor. If you get a signal on that other monitor then you know you either had a bad connection with the other monitor or you lost the screen on the old one. Go back and reseat your video connections with the computer off. Don't ever remove or move cables to the monitor and video with the computer running...the screen can suffer permanent damage. If there is no signal on any monitor, then either you have a bad vga cord or your video graphics card had died.

Everything is blury have to set screen resolution to 800by600 pixels to try too make any thing out.

Connect the monitor to a laptop -- is it still blurry?
If so, then the monitor is the problem.
If not, then your computer (the video-card?) is the problem.

Colors are disturbed by magnet

Try the degauss feature
The monitor will have a menu
Use the arrow buttons to navigate
Take a look at this image
Use the degauss, by locating that icon
The monitor will flicker and the shades will be removed.

Hope it helps,
Cheers

You can not degauss a LCD monitor.

Degaussing is to reallign the magnetic field on a CRT. An lcd has no such field.

The last time I heard of someone wanting a Degauss for an LCD, it was because there kid took a magnet to there LCD monitor. This will destroy the TFT pixels.
