Toshiba pc cant open trident video usb driver from...

i have installed the techcom tv tuner but my toshiba laptop cant install the system file - "trident video usb driver" on installation cd . so i wasted lot of bucks to buy techcom tv tuner card. i attached the usb 2 cable and cable tv wires correctly. please can anybody help? please!
