If you check craigslist in your area you can usually find shops that offer water damage repairs. I have known many iPhones to be repaired from water damage fairly inexpensively.

My iPhone 5s fell in the pool can I fix it myself?

No you cannot. The water has gone to parts of that phone that cannot be accessed by anyone. The only real chance you had was if you took the battery out IMMEDIATELY and then put the phone in a heated vacuum chamber to evaporate all the water.

Does putting your phone in rice work after it fell in water?

Yes, it does! If you have dropped your phone in water, completely submerging your SIM Card and Phone in rice will cause the rice to absorb the water in your phone. Your phone will work after a couple of hours of being in rice.

Water under the touch screen

you can either put your phone in rice, or take your battery out of your phone and wrap it in a towel so it wont melt, and put it in the oven so the water evaporates.

Use the tip of a paperclip, not too big of one though. Then just push it in the hole and it should pop out

How can I get my iPhone to work after it fell into water

You can attempt to let it sit in a bag of rice to remove the moisture. This may or may not work, the most important thing to remember is to not attempt to turn the device on until your have dried it out completely.

The apple appears when turned on but quickly disappears. it fell in te toliet for about 3 can i fix it?

If it was working fine before it fell in the toilet, it probably has water damage. Take it to an Apple Store or contact Apple for tech support.

My unlocked iphone 3G won't turn on. Even with holding the home and on button and charging it in the car, computer and laptop. It's completely black

If the phone was soaked in water, you can try to put it inside your container where you put your rice in it for the water to completely dry up. If your phone fell to the ground, you may out of luck and have your phone checked up by an iPhone hardware expert. If those things didn't happen to your iPhone, you can try to press again your home and power buttons until you see the Apple logo. If you have a busted or unresponsive home button, try to press it harder to make it work.
