Alright this is the solution:
download -- http://webpages.charter.net/mmooglemirror/Compaq%20C751nr%20Audio%20XP32.zip
unzip it on desktop then
1) right click my computer click properties
2) then click the tab hardware
3)click device manager
4) click the + on Sound,Video and game controllers
5)search for conexant high definition smartaudio 221
6)right click on that and then click Update Driver
7)you will see a welcome note saying "Welcome to the Hardware Update Wizard" u have 3 options 1)"YES, this time only 2)Yes,now and everytime i connect a device 3)No,not this time
8)click option 3 from above, click next
9)then u will get a new windows u got 2 options click the one that says: Install from a list or specific location(advanced) click next
10)now a new windows comes up and u have to click the one that says : Don't search, I will choose the driver to intall then click next
11)then a new window will pop up and click HAVE DISK..
12)browse where ur dirvers are by doing that click the botton browse just next to A:\
13)now browse the files where u extracted them for ex: Desktop\compaq c751nr Audio XP32\driver_audio_conexant_27320D\TE1HER5a.ini and click open
14)click next to install the drivers that u want to install
15) u will get an error saying do u want to continue? you click install anyways/continue anyways
16) and then u need to restart ur computer for effect after u restart u will get a mic working ;)

Not really a solution, but a confirmation of the problem. It seems that the C700 was meant to have Vista installed, and many other users running XP on it have problems with the mic. See http://forum.lowyat.net/topic/614363 for the full discussion.

If it has Realtek device drivers check through that not WDM. Also, make sure you set the record settings for the mic to select it, not the play settings.
