sorry to say that your top screen needs completely replacing if it is doing as described!!
the bottom screen and the touch screen are seperate, jus mounted on top of each other, so if the picture works on the bottom then the bottom screen is fine just the touch screen is broken. again i think if the cables/ribbons are in correctly and it isn't responding then it will need replacing!!
double check that both cable/ribbons are connected properly to the motherboard, the small thin ribbon which curls over the top of the motherboard is the one which powers and reads the touch screen so double check this!!
if this is all in fine then im sorry to say your touch screen is broken and will need replacing!
Maybe the ribbon cable was damaged. the ribbon cable is a flat wire thing used to connect the top screen and bottom screen. you can buy a ribbon cable on ebay for a cheap price.
if that wasn't the problem, maybe the bottom lcd screen is dead. you'll need to replace that.
