In regards to the pc that you formatted and reinstalled with vista, is it vista compatible. Vista requires a minimum hardware requirements. Below are the minimum hardware requirements.

"modern" CPU, 512MB of RAM, and a Direct 9-class graphics card

Here is a link to an interesting article regarding vista compatibility. It is a little old but still worth the read.

I installed XP on a Vista installed PC on a dual boot but when booting in XP I am unable to access the Internet..I need to know if I need to install any drivers

you are going to need to log into the vista side and download the xp drivers for your network card. save it in a place accessible by xp. not anywhere in a user folder...save to c:\network driver even though you are not logged into vista the user permissions will prevent you from accessing anything inside a user or system folder.

I need a clean installation of Vista

If I understand this correctly, If you are using the system restore, it will maintain the last operating system install. When you went from XP to Vista, XP is totally gone. So your only option the will arraise it to restore system and if successful should be just fine.(I know that you mentioned it didn't work) you may have to do a total reinstall with Vista. If you can locate the disc.
Now the part that is left in a particitlon is as you thought...XP unless you formatted the whole drive what you installed VIstA in which case you will have nothing.
As long as you have a COA sticker on your computer you can borrow a disk from someone who has dell, and call the microsoft number and explain that you reformatted and use another copy to put it in and they will get you through the activation. Use the numbers on your sticker.
Good luck please leave rating.; thank you
