Unfortunately you need to be followed step by step in configuring your router, this can only be done properly by phone or with a chat service.
I think you did not saved the router settings before restarting the router. Go back to the router panel and type again the 2 DNS IPs provided and find the save all settings option on router before restarting.
If you cannot fix the problem in this way you can get support from Zoom at

My Netgear adsl router is not getting connected to Internet in pppOe mode ..

POPE configuration is logs into your ADSL system and connects to your ISP provider server to link , so one of the reason why it dosent is due to either password and username not correct. Log unto IP address of your Router and go to WAN configuration , Check your username and password and reset to the initial password and username your ISP provider gave you , when you signed up with them. Then apply changes , off your router for 1 min and then power it , then wait for the ADSL light on the router to be stable , connect to the IP address of your router again and "Volla" , it should be fine , if not , contact your ISP provider....

Ip assigning

hello!

-- what is the exact model number of your router?
-- the ip address that you are trying to assign to your router, is it provided to you by your isp?
-- what is your nrtwork setup?

1. try to reset the router and try again to assign the static ip address.
2. make sure you will input all ip address correctly including the subnet mask, gateway and dns numbers
3. if its still not working try to upgrade the firmware or software of your router, maybe its corrupted thats why its not accepting the settings
