Question about Logitech QuickCam Communicate STX Personal Web Camera
Go here to get the newest logictech communicate stx drivers. All you have to do is choose your Operating system and a language and download. Its takes you right to where you need to be. Also leave the Webcam unplugged during the installation until it tells you to plug it in. After the installation is done check the microsoft update website to make sure some newer drivers for windows arent't offered. You can do that by clicking windows update in the tool menu of an open IE window.

If you haven't tried a different USB port, the problem is most likely a defective Camera. It has been known to happen.

Remember the help below is only a fix for seeing the error message not for overdrawing the port.
To stop overdrawing the port you need to either use a power supply or a double USB cable.
To prevent seeing the USB Power Surge alert message, complete the following steps:
Click on START, Click on CONTROL PANEL, Double-click on the SYSTEM icon, Click on the HARDWARE tab, Click the DEVICE MANAGER button, Click the "+" next to Universal Serial Bus Controllers to expand the selection.,Right-click and select PROPERTIES on the Intel® USB UNIVERSAL HOST CONTROLLER (not the USB Root Hub),Click the ADVANCED Tab, Check the box that says: "Don't tell me about USB errors"
