Low water pressure can be an issues. Also incorrect drain tube install.

For most dishwashers if the water level is below the heating element its actually normal. Sometimes like i said due to hose length or water pressure the water will not always drain but if its below that level its ok.

Last if you have a garbage disposal run it to clear lines.
