the problem here is the Lcd controler or T-con board. The problem is Toshiba does not alway sell the board seperately you may have to buy the complete LCD panel Call toshiba Tech support or check on their web site for you particular model
just a thought.. Either your Graphics card or your Video Card has gone bad.. unfortunately DELL has a tendency of putting the graphics ON-BOARD and IF the onboard grqaphics card is bad, you'll need to get into the BIOS and turn the onboard graphics off then purchase an after market Graphics driver.. IMPORTANT: make certain that the graphic cars is compatable with the DELL PC OR purchase a less Proprietary system
Check LCD harness does its not loose on LCD or motherboard, otherwise its a faulty screen.

CHECK IT IN THE DIFFERENT ASPECT MODES. IF THE IMAGE STAYS IN THE SAME PLACE REGARDLESS OF ASPECT. THEN YOU HAVE A LCD PANEL PROBLEM. PANEL WILL HAVE TO BE REPLACED.
