Unable to receive a fax

have the comswitch 5500
believe I have all the settings correct. fax machine is set to lowest setting of ans on 2 ring and ans machine is set to 4. yet I can not get fax to receive. It's status shows as ringing but does not receive. ends up going to ans machine. What can I look at to see if I have something not connected correctly or configured correct. thanks
