However, usually, aside from being dead, their are two good
things to try before despair:
So, to review basically, you want to try and clear away and particles
or build up from the view of the laser (on the bottom of the mouse)
And/or you will unplug the USB base and remove batteries, reboot (let
Windows fully load) - replace the base and the batteries to the mouse,
and finally if no recognition, look for a button somewhere on both the
base and the mouse and hold it down for a good few seconds.

This is due to a missing Windows file called input.inf. The solution is as follows:
In Windows XP, you can use the MSCONFIG utility as described in the following steps:
After extracting the file and restarting, try installing the mouse software again. You should no longer see this error message.
Note: The Windows XP .cab files are stored in the I386
folder on the Windows XP CD.

I would start by pressing the Connect button on the bottom of the mouse, then the Connect button on the bottom of the mouse receiver connected to your computer.
If that doesn't work, try replacing the batteries, then going through the Connect method mentioned above.
