Horizontal and Vertical controls have little to nothing to do with the software drivers on the machine your monitor is connected to. Those are functions that take whatever output they receive and change the way that it displays that content.
My initial thought is to allow the auto-adjust feature arrange the picture for you, and then attempt to change horizontal and vertical values. If they still do not function, then I would suggest returning the unit to the distributor you purchased it from as defective and request a replacement.
