users.dat is created in your named profile directory on the drive in the Palm folder. If it is missing, your computer can't sync properly to the device. Do a backup of your device using the palm desktop, this should recreate the file in your profile folder on the machine.
Try going to File: Delete mobile device and trying to sync. If you have something like an addon that syncs (like quick gps, etc) try unchecking it when you are re-setting up the sync settings for your treo (after you 'delete' moble device from activesync)
If an addon was causing the problem, uninstall it on your pc, then reinstall it, then it should work.
Based on the things that you have said the first suggestion that i could give is to try another computer install the program and see if it will sync with the Treo. That will help you isolate the probelm.

if you dont define the 'end' period it just keep creating them
set the period to sync to 6-12 months and try again
