If you cleaned it when it was powered on and in use there is a chance that you have accidently hit a control function that has enable / disabled an unwanted feature. If not this then the cleaner may have damaged the logic in some way - best bet now would be to call DELL support and give them the support product key on the base of the laptop - a new keyboard is easy to install - look up you tube and you will see a demo.
You should be able to just pop off another key from your keyboard using a flat screwdriver. Then just compare how that key looks and reassemble the plastic components and the key just snaps back on. Also you may want to check your warranty at support.dell.com under warranty status and enter your service tag. If you are under warranty dell will replace it. Also ebay dell keyboards are cheap to buy and easy to install just two screws and a simple cable. If you need more help let me know.
I have a dell laptop and had this happen to me. It's a simple solution, your "Fn lock" is swithed on. Hold down the Fn button and hit Num lock. Now your other keys should be working rather than the blue keys. Hope it helps
Does it do this when you reboot the machine e.g. can you press F2 or Del to go into setup?
Also are you familiar with the 2nd function keys onthe laptop (usually defined in blue on the key) to access these you usually press a "Fn" button to activate the blue part. Maybe you activated a keyboard lock by accident. If you have the manual maybe check this or call dell support as previously mentioned.
Accoring to the problem you have mentioned i am sure the keys are not connected properly. The tab key is connected on the Caps lock key. Moreover make sure you press the fn key to check for any changes as it is the key which helps you toggle in Laptop
