Just make sure the "Wait for dialtone" is ticked.
It sounds like one of 2 things are incorrect in your dialup settings.
Firstly the phone number you are trying to dial is not correct.
Secondly the area code that is set for the modem is incorrect.
Also check that there is no number in the Dial "x" number" to access an outside line. If you are dialing from inside a company for example, most of the time you need to press 0 to get the dial tone to make a call. If you are calling from home this is not needed.
If you were dialing the right number you would at least get a computer tone from the other end trying to negotiate a speed setting for the modem.
Open your modems properties in Control Panel (Start - Settings - Control Panel) and check those first.

Hmm..well..this maybe as simple as the phone number setting in your dial up application..do you have call waiting or voicemail on that line? You may need to set the phone dialer to compensate for that issue.
