Basically, the child lock feature is a security feature to keep the children away from unauthorized video content.
Your best bet is to get an original replacement remote.
You may try this general step to unlock without the Remote. However, it may not work for all the models.
Please hold down the Power button on the Player until "CHILD LOCK" or the "Key symbol" disappears from the front panel display. The Player will be unlocked.
If you had set a code number - the override code should be able to resolve the issue. Please follow the below steps to enter the override code.
1. Press SYSTEM MENU to display the Setup menu.
2. Use the Number buttons to enter the 6-digit number
"210499". The previous password will be cleared.
According to page 16 of the owner's manual, you cannot disable child lock without the remote. Because you have lost the remote, the unit does not offer a manual way to disable that feature. I am not sure if a universal remote will allow you to enter the setup menu, and turn the child lock OFF. You could try that - it might work.
Or you could try contacting them:
Phone (480) 922-0896 or (800) 736-7679 (during business hours) E-Mail email@example.com Web www.govideo.com or www.sonicblue.com
They may or may not be able to offer further assistance. The universal remote might help, if you cannot get the original replacement for your unit.

Philips is actually an LG product so you may find an LG remote is

bare remote control. Have you contacted Philips?
I assume you have fixed this by now, but if not, call panasonic's help line (number is in your owner's manual). They will walk you through the complete reset process (maybe 5 minutes). you will have to re-program everything the same as you did when it first came out of the box, but that doesn't take too long. Also, first try taking the batteries out of the remote. Make sure they are still good. Wait 60 seconds or longer, then replace batteries.
