My question is what kind of dirt are you trying to pick up. Regular dirt does not plug up in twenty minutes. If you see dirt flying around that tells me your vac hose or parts that have a suction is plugged up. Take the hose and hose attachments off and make sure there is no dirt inside. If they are clear check the inside of the vac for dirt as well. Check your filter which is back of the vac bag as it may be plugged as well. The filter should come out to be cleaned.

When you remove the hose to use the utensils, the dirt is flying out of the hose at the bottom where the utensil is removed from

Hi Karen. I understand how frustrating this can be. Dust blowing from the bottom hose is normal because the brush is still rotating. If there's excessive dirt flying out, then you may have a clog in the bottom hose.
Here's a quick link to check for clogs: http://www.bissell.com/FAQDetail.aspx?id=1419&cid=ccsocial

The spinning brush isn't moving

Belt may be off the motor spindle, with the vacuum off try turning the brush by hand, does it turn freely or can you feel the resistance of the motor?

Hoover Tempo Widepath Blows Dirt Out Back on Hard Surfaces

lots of times switching to hard surface floors you need to slow down because the air flow that does the actual picking up of the dirt can't work as fast as the spinning brush so the brush is throwing the dirt out the back before the suction can pick it up. Try slowing down

The beater bar is not spinning.

Hi

The second belt is fitted to the clutch it goes from the motor to clutch.

Not sure how you checked clutch but didnt see 2 belts.

You will need to strip machine down removing brush roller & brush roll housing then you can get at the clutch.

Dust is flying!!

Bad filters could be the problem. They need to be replaced, some every 3 months or so. Also a clog in the hose or the dirt inlet down by the brush roll.

Vacuum

Yep check the hose at the back as it may well be clogged. Also undo the soleplate/floorhead and have a look up the dirt channel behind the floor brush. Either that take off the main bin and check the dust channel leading down to the hose.
