If the gas and elect mode are heating the bulb/tube the unit is low on ammonia. You should be able to visually see the small flame in gas mode heating the tube. If it is then there are no other moving parts its the ammonia. good luck
There has to be a heat source to circulate the ammonia. . If the If the problem started after a power outage I would suspect a problem in problem in one of the control boards or controls. Verify power to the main board and look for voltage to the heating element in electric mode and power to the ignition circuit for gas.

Unplug the fridge. Remove the cover from the circuit board, unplug the 2 wires going to the heat element and do an Ohms reading should be 35-45 Ohms. If the Ohms is good then you need a circuit board as long as you have checked the 110 volt fuse on the circuit board.

Yes , the check light is there to tell you that your out of gas yes this is true but the device which switches to power is not changing over which will not let the heaters work and will not start the process of cooling, I suggest to inspect the switch and ensure that this is the case first before consulting a mechanic.
