I have a singer1409 promise machine which has never been used because two of the bobbin assembly are loose, so there is no way to put the bobbin case in, how do I reassemble that part of the machine?

Hello Nerrissa.
If the manual is still available, page 8 shows how to Insert the bobbin. Otherwise the manual can be downloaded for free at this link: http://singer-minsk.by/assets/docs/SINGER-1408-1409-en_ru.pdf or
if you prefer a visual, have a look at this video: https://www.youtube.com/watch?v=XTovSbKYxsM
However, it sounds like the entire bobbin case assembly needs to be put back in place. This video shows exactly how to reassemble this area: https://www.youtube.com/watch?v=LmEtmnkDIS8
Please give me a 'thumbs up' or ask additional questions to help be understand the situation more precisely.

Reassembling bobbin case on Necchi sewing machine. After I get it in my needle is hitting the bobbin.

Install a brand new needle and make sure it is installed correctly. If it still hits the bobbin case, the machine has probably been knocked out of time. Search for "sewing machine timing" or take it for service.

My bobbin case for my celebrity empisal 550 get the cotton all tangles around it and falls out of its casing

Make sure the thread is exiting the bobbin correctly. The part that the bobbin rests in is called the "race" and it has a small slot. Be sure the thread is unwinding in the right direction. Take the bobbin out turn it over and replace it. The thread will "exit" differently. There is an adjustment on the race that controls tension of bobbin thread. Try them all.

Dont know how to replace the screw and washer with the little wire that keeps the tension on the (thing) that holds the bobbin. model: singer 9034

You have several options, If you still have all the parts to the bobbin case you can reassemble it using the attached pictures. Or you can purchase a new bobbin case (better if you cant find all the tiny pieces.

The bobbin on my machine isn't working properly; the top thread doesn't complete a full rotation and the thread keeps breaking. I can't get past a few stitches without creating a jam. I have tried taking...

have you taken the bobbin case out and cleaned it. Its a simple process if you look directly at where the bobbin goes in you will see two latches one on either side of the bobbin case, release those and clean this area and oil it, reassemble and then reload. bobbin thread could be old or if the bobbin was wound on a different machine the tension could be wrong for this machine. when reassembling bobbin case make sure that all parts are seated corectly, also sometimes the actual case that holds the bobbin may need to be replaced, if its an older machine it could be worn.
