Dualit CTS4E 4-Slice Toaster

My Dualit toaster is not functioning properly. I believe there is a short somewhere - when I set the timer it only works when it is completely turned to the maximum, and then it starts to flicker halfway, and then turns off when it reaches the halfway point. I purchased it at Williams-sonoma Outlet as a refurbished toaster and now I don't know how to go about fixing it or getting it fixed without any manual. Help! We miss our toast!
I have a dualit that looks exactly like the CTS4E, but the model number on mine is 84US, Serial #2004.37/6/B..............When I turn the timer it stays in one place. Would I have to replace the timer also?
