If the ethernet controller is part of the Optiplex GX60 (it came with the system when purchased), then go to the following website and enter the make/model of your desktop and select the corresponding Network driver from the list.

If the ethernet card was purchased separately (from a 3rd-party) then you will need to provide the make/model of that card to better provide support.
if your modem has an ethernet connection the drivers should be on the disk provided by the internet provider
control panel admistrive tools,computer management,device manager scroll down network adapters +expand Ethernet driver right click update driver,disable,uninstall or select properties general you can trobleshoot or driver to update,rollback or uninstall
