Sounds more like a tie rod end is bad. Try a reliable shop that specializes in front end repair (any place but FIRESTONE). The tire wear could be due to the loose tie rod end throwing the car out of alignment.

2006 HHR 175,000 miles. When rolling forward very slowly, the steering wheel jerks to the right several time in one wheel rotation.

* check by having someone watch at the point of the jerk back. Mark the tire position with chalk. (use the same reference point. IE relative to ground, etc.
* place the front end (both wheels up) on jack and safety jacks.
* Hand rotate wheels and check especially when chalk mark is in the down position (or your reference point)
* Your looking for bumps in wheel (bulge wheel), Bent rim, Loose or damaged bearing, front end steering linkages, alignment, etc.

When a strut is worn, what are symptons? How can one diagnose it? KIA Sephia 1998?..

some times you will get a bouncing in wheel ,nose dive in front end when stopping or hard breaking, did you try jacking up car so wheel is just off ground ,put a bar under tire and lift up observe wheel movement ,then do other wheels , if it is a strut the wheel will move up and down freely , look for fluid leaking around strut body ,5000 miles is not much of a factor things do break.the other is get the front end off the ground both wheels,SAFELY !!!!!! WITH THE CAR SHUT OFF WHEELS BLOCKED, have one person turn wheel while you observe it , look for anything wrong grab the wheel and try to move left to right (a small ) motion observe what happens ,is there wiggle ? with out moving steering wheel. if not sure of any of these ,PLEASE take it to a mechanic .hope this helps good luck. Steering hard to turn to the left like power steering is out but turns ok to the right. Checked power steering fluid. It is OK

bad steering problems,,your steering rack most likely, but, have you recently been stuck in ditch? when wheels are straight, look at front of car when parked. do wheels look funny? one going one way, and the other going the other? may be alignment. is it leaking any fluid on either side of the front of the car? drivers side? passenger side? if it's not out of alignment,,,wheels out of alignment,,the steering rack is the problem. it may be faulty. if not leaking fluid,it may still be bad. first i would make a visual test look under the vehicle while someone turned the steering wheel to right and left while car is in park, emergency brake on!! look at the steering arms while they turn the steering wheel from right to left. no fluid leaks? any resistance in turning the wheel? any leaks,if so,go to leak and repair with steering line replacement.no leaks? suspect a bad steering rack. hope this helps and thank you for choosing fixya.com i love to volunteer
