Oooo that's bad. What is happening is that the camera at start up, like a computer, runs through a series of checks and when it finds something wrong it don't continue. The stabilizer is usually kept to keep the cmos sensor moving and centered on like springs to help with camera shake. If the stabilizer is broken then you would have to get it fixed. Some of the newer cameras have a default startup which shakes the stabilizer to clean off any dust that might be on the sensor. At hat point does the error happen. If the lens comes out and goes back in when it shuts down then you have a damaged stabilizer and have to get it fixed.
