I can't activate my bluetooth (by 2 users)

my phone is motorola v3 and when i turned on my bluetooth it always says "bluetooth power failed"..

BLUE TOOTH T305 WILL NOT CONNECT TO MY MOTOROLA V3 PHONE. WAS WORKING AND THEN BLUE TOOTH JUST QUIT WORKING WHEN YOU TRY TO CONNECT IT SAYS BLUE TOOTH LINE IS BUSY
