My IBM monitor blinks on and off on start up. Then after 15 to 30 mins., it goes well. its annoying.

Take it apart and replace the low voltage capacitors on the power supply board.

your problem sounds like you have bad capacitors on your monitors power board. once you start it, they do not have enough capacitance to give to start the monitor, but after letting it for some 10ish minutes or so, they capacitate enough to start. even then, after some time, they will lose the capacitance because they are feeding the monitor in constant power when the power from the outlet drops a bit, but being bad - they will shut off your monitor. some repair shops can change capacitors only, others would make you change the all power board

Does this happen when you leave your computer idle for few minutes? If so,then the Pc is
simply turning off your monitor to save power when you don't use it.And you can turn it back
on simple by hitting keys on your keyboard or moving the mouse to and fro.However if you
would like to disable/change this option the please do the following.

If you are using Win XP,then

1.Click the windows Start button,then click Control Panel,click Performance And Maintanance
and then click Power Options.

From the window that opens,choose the time period after which you would like your monitor to
get into power saving mode (the default is 5 mins) or choose 'Never' from the drop down box
next to where it says 'Turn off monitor'.Then click the apply button and finally the ok button.

test it on another PC.

This sounds to me like either your flourescent lighting tube is beginning to go bad ,,, or the inverter is going bad ... or even both. :-)

The cheapest and easiest solution for you is to simply replace the LCD screen (replacing the inverter or the tube are actually a bit cheaper, but not quite as easy to do - most computer repair centers will try to talk you into a new screen anyway). This is actually very simple for either you or someone you know who is an avid "do-it-yourselfer". IBM makes ity very easy. You will find easy, detailed instructions in the ThinkPad 600/600E (2645) Hardware Maintenance Manual, IBM S10L-9619-03 June 1999 available for FREE downloading in .pdf format on IBMs website. Remember you can always connect an external monitor to your ThinkPad until your new screen arrives if you have one. Your laptop's monitor went bad and needs to be replaced. I had the same problem on an IBM laptop I had. Replacing the monitor costs between $120-220.
