CHECK ALL WIRE CONNECTIONS...MAKE SURE THERMOSTAT IS SET FOR COOLING.CHECK THE RUN CAPACITOR ON THE CONDENSER (IF TOP IS SWOLLEN ) REPLACE WITH THE SAME RATINGS.IF NOT QUALIFIED ..CALL AN EXPERT.
