My 700 was the greatest almost 10 years ago when I got it. I don't know if it has degraded over time, or I am imagining things with the brightness of the newer TVs these days. DVDs, digital channel movies, and HD channels seem to come in very dark and I can't differentiate blacks from dark grays. Weird thing is that when commercials come in they come in nice and bright. Suggestions? what do i repair? Please don't say replace with a nice 60" flat panel...

Re: images getting darker... ~ 10 yrs old
I wouls sggest polishing the mirror and CRT lenses. This can have a big effect on brightness. If that doesnt help you may need to change the CRT coolant in the CRTs as 10 years is a long time if the coolant has never been changed and that will improve the color and brightness to like it was when new.

It sounds like the fluid in the projectors has possibly degraded. Sometimes there are settings you can use to adjust your T.V. If that doen's work, then it costs about $700 or so to replace the fluid in the projection tubes.
Are the spots fixed or do they move with the image? Verify that all venting is clean of dust. If the spots are fixed and upon close examination are a square shape, The device is overheating of failing. If the spots are moving with image it's a front end problem, and can be overheating as well.
I have red concave lines going across the screen, plus wording appears double like a ghosting effect, this is ongoing from the time the tv is turned on until it is turned off. This started 3 days ago. Is it time for a new tv, its 9 or 10 yrs old now.
Yes it could be other things, but to be honest, I wouldn't waste time or money on a set that old. If the picture was perfect and something else went bad, perhaps a small investment would be worth it, but with your description, I'd pass.
Without more information, assuming its a Halide lamp, and the viewing angle of the TV hasn't also got worse I would say yes and quickly, if the image has degraded badly the lamp is close to failure which could cause further damage.
Although only a guide as some lamps last longer than others you should always keep an eye on the lamp hour counter The manual should tell you how long to expect from a lamp.
