Please tell me how to stream in VLC. and how to watch those streams in wifi network

Click FIle> Open Network stream And enter the URL Or Press CTRL + S and Click Network

IF a user is broadcasting from WIFI network you can use the network ip Such as http://192.168.100.1/listen.asx
you can listen to streams but cannot broadcast your streams you would require software such as Shout-Cast or Virtual DJ

It is possible that you do not have the video format downloaded program within your PC. So check on the type of file that was downloaded and if the PLAYER FOR THIS FORMAT is downloaded and installed , you will be able to play.

Is it possible to use a network drive to store recorded TV on and play back from there


Yes, you could do that.

But, playing them from the network will depend on their format.
For example. avi files they will be streamed by Windows Media player by default.

However, to stream videos in your Local Network, you could use the method described here
