Perhaps its the drivers for the USB ports. Do you have or can you borrow a serial mouse and keyboard (PS/2 style)? If not, perhaps a local computer store may have an adapter to convert your USB devices to PS/2. This will allow you to bypass the USB portion of your computer and allow you to make the necessary changes in BIOS or to see if it is indeed a driver problem.
