SOURCE: clarion cz 209 problem
The most likely cause for the problem is that either the power antenna lead or the amp remote turn-on lead has shorted to ground somewhere behind the dash.
Pull the unit back out and make sure that the ends of all of the unused leads are completely covered.
The best way is to use an insulated crimp-on closed-end connector on the end or each unused wire. Heat shrink tubing is also OK. Fold the end of the wire back into a "U" shape and shrink the tubing over the "U" overlapping it about 1/4" on both ends. You can use electricians tape as a last resort, but it's messy if you ever need to remove it and sometimes it just comes off by itself.
Hope this helps.

Remove all the speaker wires.
Power the radio back on and verify it is not the radio at fault.
If it powers up, check the speakers with a Digital Multimeter set to OHMS 20x.
Each speaker should have a resistance of 4 ohms. (or 8 in some cases)
Any variance (+/- .5ohms) means the voicecoil is blown, and replace that speaker.

I am not familiar with this particular model but the majority of Clarion Radios require special flat Clarion Extractor Keys.
see examples here
This site shows how to extract a Clarion from a Peugeot (I expect yours will be similar)
These are usually readily available on Ebay or your local Car Radio / Audio Store
