Open the Volume icon at the bottom right of the screen and choose 'properties'
This will open a small box. Make sure all the level indicators are at maximum and nothing is muted. Also check in the soundcard software if you have selected any "effects". If you have, try playing around with the different options and see if that helps.
If this does not help, try the speakers on a different PC. Should you encounter the same problem there as well, it could be that the speakers are defective.
