First I want to mention that the Dimension 2400 is not really a pc that's made for playing games. There is no AGP or PCI-express slot on the motherboard, so you'll have to use the (slower) PCI slot. How to put your card in your computer is explained on this page of the Dell support website. If you need help with finding a card, just ask me.

Ya it sounds like your video Card is dying, though you can check with different RAM and try some normal games which don't need high Graphic. You have PCI Graphic card fitted on it then try removing and playing the game, then this way you can know what is the fault.
Yes I see that your computer is not powerful enough to play games currently. This can be achieved by installing a Graphics card. A PCI-E graphics card should do the trick. If you want to play simple games then you could go for a small graphics card. However if you want to play the latest games then you will need a very large graphics card and a new processor. Maybe a Core2Duo and an ENGT240 for example.
Visit a computer store and have a look around. Talk to them about upgrading your computer.
Well if your computer is new generation computer than it has integrated video and you don't need to buy graphics card to view normal display.Now a Days all the new motherboard has integrated 128mb to 256mb graphic chipset in build , but if you want to play high resolution games and graphic works .
And if your computer belongs to old age,say 8-10 years old than you need to put a PCI VGA card to get normal display.
a Video card (aka a Graphics card) is a physical component in your computer that renders images and graphics, the higher quality graphics card you have the higher quality of games and images you can play/render.
so what this error means is the graphics card that your computer currently has installed doesn't support a model of shader (think shadows) which is needed to run Sims 3 properly
you can upgrade these cards, but it all depends on other components of your computer as to which would be most suitable for you

Graphics cards are of many companies. For my opinion, Ge-force and N-vidia graphics cards are best. 512 mb graphics cards are well for playing games. As your need of gaming, buy high capacity graphics card as 1 gb or 2 gb.
