Question about Heating & Cooling
It is neither... the fan motor or the cpacitor for the fan motor has gone bad...the same relay that satarts the compressor starts the fan and freon has absolutely nothing to do with the fan running or not on most residesital systems...

Sounds like a leak to me - if you have a set of guages available (know anyone working in the refrigeration field???) you could tell this for certain. Otherwise, try running it when it cools down outside and see what happens. Take a stick thermometer, and put it in between the fins on the INSIDE condenser coil. If they get cooler, but not down to about 50 degrees, then you are low on refrigerant.
