It wont start. Fuels good. Gets a spark, although plug looks oily. Air filter was dirty, have new one. Still wont start with filter off. Tried starter fluid. Manual says maybe excess oil in engine. If so, what's the best way to fix? Do I need to tear down, clean and rebuild?

If you have no sign of life with starter fluid, there's no spark in the cylinder.

If the plug is oily, it may spark in free air, but not under compression. Try a new plug first.

Excess oil won't prevent the engine from starting, but it will spew oil everywhere if it's overfilled. Just check the level with the dipstick (on level ground), and pour any excess out of the filler tube.

Starts but won't run

Your question is shy on specifics, so I'll cover some broad things that can cause your engine to quit, or run roughly.

A running engine needs three things to arrive smoothly, and in a synchronized way: Fuel, Air, Spark. It also needs something to get it moving at the start, but you said it'll start, so I'll leave that alone.

If fuel isn't arriving like it should. Things to look at are:
  1. Old or clogged fuel filter. If it's been a while, or if you have no idea how long it's been since the filter was changed, this is usually an easy fix. New filter will have much less resistance to fuel passing through.
  2. Old or clogged fuel injectors. (Possibly a carburetor issue if the car is pretty old). If the injectors are clogged, not enough gas gets squirted into the cylinder. You can start by running a bottle of fuel injector cleaner through - add a bottle when you fill/top off your fuel tank. May take a couple tanks, and this won't help much if you can't keep the car started and running long enough to run the gas+cleaner through your injectors.
  3. Fuel Pump. A bit more involved, but the pump could be old, or, more importanly, leaking. A leaking pump, or fuel distributor, can be really dangerous. if you smell a lot of raw gasoline smell after trying to start, you'll want to get this tracked down ASAP - uncontained gas in an engine compartment can lead to a fire, big time car damage, and significant risk to your safety.
  4. Bad fuel. Sometimes you can run across a shady station dumping other (ahem) additives, or even water, into their big fuel tank. The wrong stuff can make your engine pretty unhappy. If the car has a preference for higher octane fuel, you might also consider a bottle of octane boost (most any car parts store). That might get you running and able to run the injector cleaner through and/or burn off the old or bad gas.
If there's no air, most likely you have a dirty / clogged air filter. Google for videos on how to change your air filter, it's usually pretty straightforward. Look at the current filter. if it's really dirty, or clogged with oily gunk, you'll definitely want to put in a new filter, and possibly try to track where oily gunk came from.

if there's no spark, it could be the coil(s) for the plugs being old, dirty, poorly connected to the electrical, or not attached to the plugs properly, it could be that the plugs are mis-gapped, damaged, disconnected, or fouled. Start by looking up the procedure to remove a spark plug on your make/model. Look at the electrode. Is it intact? Does it have the proper gap (you'll need a spark plug gauge). Is it covered in oily residue? (this may mean your piston rings are getting worn and letting oil into the combustion area). There are a lot of other possibilities and diagnoses - you can see more here

Spark Plug Analysis

Your manual will probably have recommended intervals to change out the plugs, it's not a bad idea if you're past that gap since the last change out. eBay is a pretty good place to get reasonably priced new plugs if the cost of the replacements is steep - (in my case, my Prius uses iridium plugs that can retail for $15-20 a piece, or were found on eBay for about $32 for the set of four)

pay attention to the part of the spark plug guide that talks about plugged PCV valves. This is another inexpensive part with a wide range of ease or challenge to replace on different engines. That may make a difference too.

Hi can some one tell me why after fitting new spark plug motor stopped after about 10 minutes of use and plug required cleaning before restart

As you mentioned the plug required cleaning, indicates the plug gets carbon due to un burnt oil or dirty. Pl. check fuel filter air filter for clean. If the plug gets oily after 10 minutes it may be due to the oil ring of the piston of that particular cylinder. If its so it has to be restored at workshop.

My 1995 kawasaki ninja zx9 will not start until we crank it for like a hour or more and with starter fluid well only started after it backfired ends up pump is bad i put new one in and same thing could...

Only 3 things to check air, fuel and spark. Check your spark by removing your left spark plug cap and place an old plug in it, then touch it to the side of the block. Crank the engine if you see a spark then, move to the right hand side and do the same. If you have spark on both sides, then both coils should be OK. If no or very weak spark, your coils could be faulty.
If you have good spark, check your air filter see if it is clean. If it looks dirty it is dirty and won't flow good air. If it is oily then your pcv is blocked.
If clean and good, then check fuel. First thing to check is, is there any fuel in carb bowl. On bottom of the bowl should be an allen head screw, undo it only until fuel comes out, check all four (one at a time). If no or very little fuel, then maybe your needle and seat are worn or stuck. lightly tap each offending carb and see if fuel comes out. If fuel starts to flow, shut off screw, do all carbs the same way. Try to restart bike, if it starts and stalls. You will need to replace all 4 needles and seats. Kawasaki's are notorious for dropping carbs.

Have you tried a new air filter element? The old one may be clogged.
What do the spark plugs look like? Wet, black, oily, beige, corroded? everything means something else.
The carb may be running too rich for the amount of air going in. This may be rectifying when you remove the air filter.

check the usual things first, FUEL, SPARK, AIR.

Look and smell the it stale? Varnish odor? Cloudy?
replace the fuel and drain the carb before attempting to start agian.

Get the spark plug out and look at it. Is it oily, wet or dirty? replace it and you can just hang the plug on the outside of the motor and give a couple short pulls to see if there is spark. Plug must be touching metal on engine to check it. Or get a spark tester!

Make sure the air cleaner is clean and free of dust dirt and animal nests!

If there is good fuel in the tank and the plug gets wet with fuel, and there is a good spark stating the obvious it should go, if not there could be a mechanical issue, piston scored, rings worn etc,

Put all the old plugs back in first and try that. Have you gapped the new plugs correctly? New air filter might mean that your fuel air mixture is too lean now so again to check try it with the old (Dirty)filter. If it starts you will have to think about the misture settings.

Toro Snowblower OHV 179cc engine wont start

it is a carby problem
possibly corrosion in the bowl and blocking the main jet
fuel stabilizer is a good idea for fuels when stationary for long periods
E mix fuels are a strict fuel to avoid as the ethanol separates from the petrol, absorbs moisture from the air and rusts tanks and causes corrosion
Stabilizer is of no use in this fuel

Changed fuel filter ,added injector cleaner and car still runs rough at idle .what else could it be

Idle problems are almost always a filthy throttle body, which is the most common thing to go wrong with our I6 engines. Clean this first, but disconnect the battery before you do it. We don't have a traditional PCV valve, so the throttle body gets dirty easier than other cars. Must be cleaned at least once a year or more depending on your driving habits.

Spark plugs other than AC Delco 41-103, or the Iridium versions of NGK, Or Denso won't idle as good also. Take Autolight, or Bosch for example, won't idle very well, or last as long.

These two things are the most common, if these don't fix it, check for vacuum leaks, new air filter, upstream 02 sensor. From there, it's gets more in depth and should look to a professional.
