How old is spa?
if new then circuit board maybe set on a mode setting that is used when being tested in the factory, locate dipswitch block on circuit board and move dip switch for MODE, should have a layout of dip switches on reverse of lid to control box
if older then you may need a new control panel (top side)

Control panel lights flicker, heater will not ignite

Possibly bad control board or a bad connection, need a little more info and I only have my phone to answer questions so I don't see the type of heater your posted under if you did.

General Information: UAC in windows vista a new security feature. But generally this has nothing to do with security. It is only requesting you if you want to allow any changes or not.

Changes such as Installation or removal of program, etc.

Main Effect: Window activities delays, Screen become flickering and Flashing.

It is advisable to keep this feature off as you will have to keep on unblocking every time. It is absolutely safe to turn it off.

How to Turn it Off?

Please go to the Control Panel. Click on User Accounts (Select the Classic view, if not selected)

Then please 'Turn User Account Control on or off'
(You may need to press Continue)

Please then uncheck

'Use Account Control (UAC) to Help Protect your Computer'

This is only required to stop the delay and flickering of screen.

Could be a number of different things.. Start by making sure you have at least 12v on the battery supply.(they act weird when voltage is low). If the voltage is good then disconnect the 12v and unplug the 110v(or you'll get shocked) and go through each connection and disconnect and spray electric parts cleaner on both ends, dry them(compressed air) and re-connect them make sure all the connections fit snug. And pay special attention to ground wires, they tend to be most problematic. Plug it back in and if you still have the problem i would say the circuit board(lower one referenced) is most likely going out and should be replaced. Usually just the relays go bad on the boards...but sometimes other parts do to.

My flat panel is flickering in the right side when it's just turned on

You may very well have a defective LCD panel Henrik. Samsungs are know to have premature LCD panel tab failures. There are several ways to verify this. I would wait to after the set stops acting up and I would spray the upper right side of the screen with "freeze" spray. If the flickering comes back, you have a faulty LCD panel tab. The only true fix is to replace the panel, big $$$$. There are several youtube videos showing you how to patch the problem.

Upper half of screen is flickering. Started last night. Appears to heat up and flicker. When I shut the TV down and let it cool off, flicker stops, but then starts again after the TV is on for a while. ...

There are two places to look for the problems, the backlight inverter board and the power supply. Look at the power supply first since it is easier to get to, look for burnt parts, bad capacitors, etc.
Please post back what you find.

How do I replace the display panel

1. Remove the upper front cover.
2. Gently press the three operator panel lens cover retaining tabs (A) and remove the lens cover. The button membrane is free to remove from the assembly.
3. Disconnect the operator panel cable and remove the operator panel board.

Toshiba a135-s4487 when on battery the lcd screen flickers and dims considerably.

When it first switches over to battery, you will generally see a flicker. The dimness is normal. Most laptops are configured to display the LCD screen when on battery power to allow longer operation on battery power. This can be overridden in the Control Panel -> Power Options but doing so will reduce the amount of time you will be able to work on battery power. The time before it enters sleep mode is generally shorter as well for the same reasons.

Trips the circuit

I called GE about a unit running for 2 seconds and stopping, then stating the date and time needed to be entered. They agreed to pay for parts if I pay for labor. One repairman said it may be the manatron seal leaking and allowing microwaves to hit the control panel. He suggested removing the screws in the upper grill and then losoign one or two screws that hold the control panel in place. Tip it forward and try running the machine. If it runs okay, then the seals are the problem. I plan to try this tomrrow (it's in a rental unti) and take it in Monday to a shop.
