Bolt action? If not, ignore this, but , if it is a bolt gun, remove the bolt. Mount the rifle in a vice type clamp or a cardboard box with v's cut in it to hold the rifle steady, aim through the bore at a target 100 yards away. make the rifle stay on the target, now peek through the scope, it should be on the same target, if it isn't, move the adj up or down, left or right to get it on target, then check the bore again, then the scope again. This will put you on paper at 100 yards, fine tune it from there. Hope this helps.

What are the marks below the crosshairs

They are used to indicate elevation needed to hit your target at various ranges. The distances should be indicated in your owner's manual. For instance, if calibrated for .223 remington, and sighted in at 100 yards, the first might be 200 yards, the 2nd 300 yards, etc.

Point of impact changes with every shot

Mount the rifle with the scope and make a mark on the backstop right where the crosshairs are pointed at

Shoot several times, several shots will surley jolt the scope some.

If the crosshairs have moved much past your mark then this would indicate the scope is the issue.

If the crosshairs are still pretty well centered to the mark, its not the scope.

If at the same time your grouping looks terrible, and your scope still is on the mark, and the gun is WELL mounted, then the issue is with the accuracy of the rifle.
Make sure the rifle is mounted good for this to ba accurate .
Hope this helps

Crosshairs on pentax 4.5x14x42 don't move

With modern rifle scopes the crosshairs do not move. They are designed so that the crosshairs are always centered.I have not seen a scope with crosshairs that move for about 40 years. If your scope has 1/4 minute clicks, then the strike of the bullet moves 1/4 inch at 100 yards for every click.1 inch for 4 clicks and so on.If you rifle shoots 6 inches high at 100 yards you should turn it down 24 clicks to strike dead on.Many hunters and shooters adjust their scopes to strike 1 1/2 inches high at 100 yards. Then it will be accurate to about 300 yards without further adjustment.

NEED REPLACEMENT PART FOR TASCO 4X15 I NEED THE CROSSHAIR PIECE

im sorry but the price of that scope is not worth getting new crosshairs, you should just go get a new scope at walmart. they are like 9 bucks. But i myself would get a better scope, you can get decent ones for liek 60 bucks. Last a lifetime if you take care of them. The best scopes can cost 800 dollars on up. Just get a new scope. the part would coast more then the scope.
