If the only way to stop the water from coming in is to turn the main valve going to the dishwasher off then you have a bad water valve. replace it.

Leaking at the bottom in the middle of the door

you need to determine if it's coming from inside the door or under the front of the dishwasher, if the door latch needs adjusting it can get water through the latch slot, the dispenser can work it's way loose and water can leak through it, or the seal on the bottom of the door can get dirt stuck on it which can cause water to leak out.
Otherwise it could be in the bottom of the dishwasher, it is a matter of closer investigation.

Acts like water is turned off to machine. turns on to run cycle but no water comes out. valve is on

Turn the water valve off, and remove the hose. Where it screwed on, there should be a filter screen. This is more then likely to be clogged up. Clean this and try again after you put the hose back on.With the dishwasher in the fill position, and still pulled out, you should be able to hear the water fill valve coil open up.If you still have no water after cleaning, more then likely your fill valve is clogged or the coil has failed and needs to be replaced. 120volts,ac.Please let me know as I am here to help you. Dishwasher wan't fill with water

The water valve may look fine but the solenoid may not be opening to allow water in. You said that everything else works fine except no water supply to the dishwasher. This sounds like a bad soleniod valve. Check for continuity on the valve with an ohms meter after you start it. Be careful.

Machine runs full cycle without water!

The most common reason for this problem is the inlet valve (Solinoid valve) has failed and does not open when the DW timer tells it to before each wash and rinse cycle.
That valve is just inside the place where the hot water supply hose connects to the dishwasher.
There can be other causes but this is by far the most common reason.
Good Luck!

Dishwaser Fills But Does Not Run

You may have a problem with the spray arm being blocked or the water valve may not be letting a sufficient amount of water through to get the spray arms activated. If the dishwasher is still in warranty schedule service before it runs out. GE customer service number is 800-626-2000 model and serial numbers and purchase dates are helpful. Ask specifically if any kits are available to fix these problems and if GE is willing to make any concession toward this repair. Good Luck.
