If it was on while being rained on you may be too late.
To try and bring it back to life you can take the battery out and any memory cards, and put the entire phone in a container of isopropyl alchohol. Mix it around in the bath of alcohol for a few minutes to try and get it to flow into all of the internal electronics. Take it out of the bath, dry off the outside and let it air dry for 48 hours.
The basic rule is if it gets wet turn it off before the moisture reaches the internal electronics. I was able to use the above method to bring my brand new Blackberry Pearl back from the dead after walking into the pool with it in my pocket. It was on, at the time, which most likely means the moisture did not get through the seals, cracks, etc. into the internal circuitry before I took it out and got the battery out.
Another method, although it is difficult to achieve without damaging the phone permanently is to heat it in an oven to about 150F for an hour. The difficult part is that some ovens are not controllable at this low of a setting, Some phones/screens will survive this and some will not. It was done on two of my phones, one suffered some screen damage and the other was just fine.
