Question about LG 42PX5D 42 in. Plasma HDTV
There are several things that can cause it. You are best to have an expert technician come in and take some test on it in order to determine if it is from vertical blanking failure or something else. It is not easy to fix this yourself, if you have no experience, because there are a lot of parts that have to removed before you can reach the components. It could be as simple as a loose connector ribbon or a bust capacitor, but it could also be more complicated. Hence, in my honest opinion, better get a qualified technician.

P.S. Before you assign a rating, please make sure that the issue is resolved or you are satisfied. If not, please post back as to what you did, and/or any other questions you may have, and I will try to assist you as best I can. Please do not assign an ‘Inappropriate’ or ‘Thanks for trying’ rating if your issue is not resolved after the first response itself, as sometimes a bit of to and fro dialogue may be necessary before we can find a fix or an answer to your query.

You may need to replace a couple of boards with this tv which will cost quite a bit. If you still have the warranty on it, then don't even try doing anything but taking it to where you bought it or calling the manufacturer directly. This kind of problem is definitely under warranty and is fixable.
If you need a number or any further help, please let me know.
